The United States Department of Agriculture Rural Development financed the project.
The tower will be white and have Lower Big Blue NRD written on it.
Lower Big Blue Natural Resources District is the sponsor/developer of the project. Mcintyre Consulting out of Lincoln is the engineer and the contractor is Carstensen Contracting out of Pipestone, Minn.
